Pretty common in the south. UVA did it when I was there, Ole Miss, Auburn

Girls at Texas A&M and Auburn wear skirts with cowbow boots.

I was in the dorms in ‘67 and we wore coats and ties, even if we had no date. By ‘68 it was jeans and sweatshirts.
