So the P5 is sending out some cash;

Pitt's cost-of-attendance total ranks fourth in the ACC. Penn State at $4,788 leads the Big Ten and ranks sixth in the nation. West Virginia's $1,971 allotment is last in the Big 12. All figures are based on tabulations by the Chronicle of Higher Education.


The amounts are tied to a U.S. Department of Education estimate of incidental costs for undergraduate students. The totals range from $1,400 at Boston College to $5,666 at Tennessee. The fluctuations can be explained by various factors, including the cost of off-campus housing. Nonetheless, some coaches are fearful that cost of attendance might impact recruiting.

Penn State is highest in cost of all B1G Ten and sixth in the nation but will hand out the biggest checks in conference. Thought living in Chicago would cost more for N'Western. Franklin says he can use it in recruiting that we will hand out the most money.
 
Crazy that off campus housing is included in the cost but PSU provides better housing for free, and they still get to keep that money. $5k is pretty good spending money when you have no expenses.

I agree. Off campus housing should not be in the equation. If that was removed, I wonder how much the gap would narrow.

That's not how the calculation works. Housing costs are not factored into the calculation for the stipend. The only two factors that are considered are transportation and incidental costs. As you note, athletes already get free room and board, tuition, and books so those are not factored into the stipend calculation.
