You could be right about Briles and Starr playing the ignorance card when in fact they knew. Sure appears as though Briles knew more about the Boise transfer situation than he claimed to. What all went into the decision to accept that transfer may still be unknown.
I got the impression, and I could be mistaken, that the biggest issue here was that the Waco PD didn't act or acted inappropriately at the suggestion or urging or in collaboration with Baylor athletics. I agree with Wensilver that if the rape / assault reports were made to the Waco PD and they took any action other than what they are sworn to do, regardless of any influence from outside their legal responsibility, this is heavily on them. Heads should roll there. And if the Pepper report doesn't discuss or at least mention what the Waco PD knew and when, then it is an incomplete and possibly misleading report. Anyone from Baylor who encouraged the Waco PD to do anything other than their jobs is in the wrong, but I may have missed where that was explicitly stated.
I'm not on top of the facts enough to condemn or exonerate anyone, but we've learned from the Sandusky bs that we aren't going to get into the depths of the facts from the media or from the report commissioned by a biased body looking to make sure their narrative is supported.
That said, somehow the victims of these assaults and rapes were not served in the way they should have been. If it is primarily an athletic culture issue or not, it may still be too early to know. If it's a Waco PD culture issue, they have much bigger problems down there than the school overemphasizing winning.
