I don't really understand that rule I guess. The defender made glancing contact and didn't even try to hit Hamler hard. It looked incidental. Player safety is important, but how long until they implement flags?

They should have called targeting on the tackle on Hippenhammer's catch. The DB clearly went helmet to helmet, and that's why the DB went out with a possible concussion. Clearly targeting.
