Pa. lawmakers seek greater scrutiny of Temple, Penn State, Pitt, Lincoln

Sunshine’s been called the best disinfectant, and Pennsylvania legislators are looking to bring more of those rays to its state-related universities.

State House lawmakers in Harrisburg want the four state-related institutions to follow the same rules that apply to the 14 state-owned colleges.

Although they receive state funding, Penn State, Temple, Pitt and Lincoln universities are exempt from Pennsylvania’s Right-to-Know law and Ethics Act.

Three Republican lawmakers from western Pennsylvania — Reps. John Maher, Jim Christiana and Aaron Bernstine — plan to introduce a series of bills that would require more transparency and accountability — as well as mandating that the four schools begin abiding by those open records laws.

The bills would require greater disclosure of financial information; require certain employees to file financial interest statements to avoid conflicts of interest; and substantially change the size, operation and structure of Penn State’s board of trustees.

All three proposals came from recommendations in the state auditor general’s special performance audit of Penn State last year.

Auditor General DePasquale Favors College Transparency, Accountability
Encouraged by legislative effort to implement audit recommendations for state-related universities

HARRISBURG (March 14, 2018) – Auditor General Eugene DePasquale today expressed his support for a legislative effort to improve transparency and accountability at Pennsylvania State University, Temple University, the University of Pittsburgh and Lincoln University.

DePasquale issued the following statement supporting a co-sponsorship memo released today by state Reps. Aaron Bernstine, Jim Christiana and John Maher to make these four state-related universities subject to the state’s Right-to-Know Law and Ethics Act and to reduce the size of the Penn State Board of Trustees.

“It is high time for the General Assembly to make these four universities subject to all the provisions of both the commonwealth’s Right-to-Know Law and the Public Official and Employee Ethics Act.

“It is absurd that these four universities receive hundreds of millions of dollars in taxpayer funds, but are currently exempted from these two important transparency and accountability measures. Financial disclosure is key to help assure that tax dollars at our state-related institutions are being spent by officials who are impartial and free of financial conflicts.

“As I have said for years, the size of the boards of trustees at these schools — not just at Penn State — should be cut to more manageable and efficient numbers.

“These three commonsense measures will go a long way toward ensure the transparency and accountability that students, parents and taxpayers deserve.”
 
The bills are generally good, except for one significant thing.

If we're going to change the makeup of the PSU BOT --- we should eliminate ALL of the alumni-elected trustees. Replace them with trustees that are elected by the whole of the Pennsylvania electorate.

Non-PSU alumni who live in the Commonwealth (like the original poster in this thread) would then be able to vote for trustees. Everyone in Pennsylvania has a vested interest in the well-being of PSU, not just PSU alumni. Likewise, non-Pitt and non-Temple alums should have a mechanism to vote for trustees on those school's boards.

Shifting gears, a few words on PS4RS. Let's state the obvious. Their real interest in the bill is that it would increase the % of PSU BOT members that are alumni-elected.

As the years have passed by, it has become clear that PS4RS is primarily interested in increasing their OWN power. After all, they are the "kingmakers" in terms of who gets elected to those alumni seats, and if this bill passed, the % of BOT members who would be alumni-elected would increase.

Is this the best bill that can be passed? Do any of the people here that have been involved have any better ideas to reform the BoT? These bills are good starts but they don't seem to do enough to get rid of the scoundrels that are in charge and prevent future scoundrels from emerging.

The answer to that is specific to the mail program you are using. If you Google "mass e-mails that are customized" or something along those lines, you'll get links to specifics for most mail packages.

as voting in the trustee election for 2018 commences, I wanted to remind you about this.

while I encourage all that are eligible to vote in the BOT trustee election to do so, contacting the above legislators is the action you can take that has the potential to have the biggest impact on the BOT.
 
Would passage of this bill mean the school has to hand over the complete 1998 report on Sandusky if I request it?
