Despite the fact that the 2008 crash left obvious excess capacity, there was no catch-up growth — on the contrary, growth was about two-thirds the 1945-2007 average, with no sign of speeding up on the horizon. Even 10 years after the start of the recession, there is every sign that the economy is still depressed.
