Not only yes but I can give you a recent instance in which a kid decommitted, wanted to recommit, the coaches said no, that kids HS coaches went to the school to plead the kids case and he now (currently) plays for that school. And FWIW...that kid could have gone to pretty much any school in the nation so it's not like he didn't have choices.

The majority is certainly that kids who decommit don't recommit...but on the other hand recommiting is anything but unheard of.
