Why. Because it's under contract and there's little he can do about it! This "pause" is mere window dressing meant to assuage the radical left. The Wall is still going up. Raw materials, suppliers and eminent domain issues are involved. Biden can't "repurpose" jack $hit without wasting taxpayer money. So he's damned if he does and damned if he doesn't.
That said, it's good to know Trump built 452 of the 738 miles that was funded. That's 23% of the border with Mexico but then again, not all of it needs a wall due to natural geographic barriers such as Big Bend National Park. Quite an accomplishment by Trump without congressional approval.
