IMO this nicely sums up the Sandusky situation, but in the case of PSU administration, it wasn't a nail but one more phone call. Sad.

Spanier. The advice of counsel recommended that. Would have saved a ton of woe whether or not the report was taken. Ultimately, it was thrown out of McQueary's hands when he didn't call & passed it up the chain. The idea being to let the agency with ultimate oversight make the call to investigate or not.
I do this in "hindsight" also, but it is a lesson learned that when in doubt just call even if you think it is silly. Take the monkey off your back. Spanier was correct in worrying about vulnerability and as President of the University, he should have erred on the side of caution.
