I’m so exhausted from the huge amount of suck of these things:

I’m looking for a lighter: sub $30, refillable, wind proof and can be left outside overnight when I get hammered in the hot tub and forget it.

Probably the best recommendation. Butane lighters can get real finicky real fast, at least those that don't come finicky out of the box.
These are the lighters I have used in the past for cigars (well the older style-with removable cap).

Found that "Colibri Premium Butane Cigar Lighter Fuel Refill" to offer the best lighter performance than others I used.

Blazer knockoff, of which there are thousands. They can also be used for soldering, which is what they were originally intended for.

Biggest problems with butane torches is the igniter either getting fouled or misaligned. They can also be difficult to refill.
