They used to chalk tires in state college, which required a person to walk around. Now they have jeeps with cameras on them that take the plate, time and location and remember it. Living in an area with only street parking where rules are selectively enforced, enforced incorrectly, and where meters and supporting infrastructure frequently don't work, I can tell you that's a silly statement.
