I was visiting downtown Chicago over the holidays. Had a late night out and jumped on the El at 2:30 AM. The train cars were full of homeless people just sleeping and staying warm. I saw some police officers and asked, "Wow, what has happened to Chicago??" One of them answered, "We know. There's nothing we can do. The politians have tied our hands."
