Transfer portal approvals for immediate eligibility

Just read an article on DAWGNATION that quoted ESPN research indicating around 79% of players who enter the transfer portal are given immediate eligibility. No wonder it is so popular. The NCAA opened up floodgates they may not be able to close without a rework of the transfer rules.

What % of them are grad transfers?
Didn't differentiate. Just gave a single percentage. I would assume it might be pretty high percentage. Certainly not 100% of them. The article brought out the point that there really are no firm rules regarding immediate eligibility and the lawyers representing those who are not grad transfers can easily make their case and the NCAA will most likely approve. IMHO, this is not good if allowed to continue.

From the article: "Fifty-one of 64 NCAA players who appealed for immediate eligibility since that modification saw their waivers approved, per the most recent NCAA data."

So what in the world prevented the 13 from receiving a waiver? Were they attempting to transfer TO Penn State?
