Well, maybe it is not them but here goes:

People who DIAL my number are getting the message that my phone is disconnected OR
that I am NOT accepting phone calls at this time.

I did call *611 AT&T help line and spent 58 minutes (that I'll never get back of my life) and (Talking to people who you can not understand and who say they are OFF the coast of Florida!) LOL!! Technically, the Filipinos is OFF the coast of Florida - WAY OFF!)

My question to you Greg:

How can I switch or get back to taking inbound calls? Do I go to settings and then what?

Oh but if you are a 'favorite of mine' or should I say that I am a 'favorite of yours' and you simply touch my name, phone number and info, you can get through to me!!

And my bill is current. No payment due until 10/25.

Um, stop doing business with one of the worst customer service companies in the US? Companies that offshore call centers don’t give a shit about their customers. I have managed offshore operation for years but have never offshored customer service.

AT&T was been and has been rated one of the better companies sir.

Maybe it is changing and not for the better now.

No, I looked at it.

I do not. Honest.

That would also not account for people hearing that my number was disconnected.

I think it is due to not being/using an AT&T tower out here in Wyoming. They piggyback OFF Union Towers.
bummer ... the part about favorites getting through made me think DND was the cause

Can’t help much. But if it’s phone related you should probably tell us what phone you have.
 
Quick google search has people blaming a Routing issue. May be on to something with the towers. Are the calls getting through other iPhones while you are connected to the Wifi? Could be doing an internet call and not hitting the towers.

Doesn't matter WiFi or not apprently.

Troubling as to why they'd also get a recording saying my number is disconnected.

But, remember, if I am in their favorites and the tab that one, they do get thru??

Over the years, Between phone companies and Comcast, I wonder how much time, on average, one might have invested talking to “knowledgeable customer service specialists” that cant help you with anything?

A tip from an Apple Store employee who previously worked for AT&T. Go to a corporate AT&T store over a kiosk or AT&T Retail store.
