I wonder if the following schools would consider a forming a loosely affiliated "Independents Conference" where the teams play six league games, the rest OOC schedules and the two teams with best overall records at the end of the season play a league championship. League would consist of:
PSU
ND
TX
OK
UNC
UVA
VT
BYU
Cincinnati
Baylor

Comments welcome, pro, con, or you're nuts.

Why those schools?
Honestly, it was a bit random, just off the top of my head. I thought they would give the league a good academic footprint and geographic spread for recruiting.
Forgetting about the teams, what about that concept?

Well that's an oxymoron!
