In response to Ranger Dan, I just got off a conference call with the bureaucrats. The consensus is that FC should be used when the poster is knowingly making a new post on an old topic. SIAP is to be used when the poster suspects that the topic in question may be old but is uncertain about it. Easy peasy...

I've seen FC and SIAP used interchangeably... including by myself. Are they technically both used in the same situation, or is FC specific to PSU sports related posts and SIAP related to off topic subjects?
