Not for sure in this case, but USA wrestling oftentimes limits how many guys they will send per weight, or the tournament limits how many from one country per weight. My guess is the timing and past issues put him pretty far down the pecking order and with three guys at 86 kilos he wasn’t able to go. But he wanted to wrestle so he took an empty spot at 92.
