As long as there are bureaus and departments in state government that have oversight, these boards might as well all be legislators. That may even work in some states, apparently not this one. From all appearances it's all a puppet regime. Board members have to kow-tow and be ballwashers of the people in Harrisburg so why have them? We saw what happened when somebody tried to buck that trend.
