100% wrong. He didn't want to because he was being investigated. If he would have grown up and passed the bill, he would be President right now. Instead he took the crybaby route.

For the past fifty years or so, the DNC has been fighting like hell to keep from losing the South, which had been a reliable DNC voting block of 14 states for over a century. They've lost that battle and now all 14 states lean GOP. Bigly.

Now the Dems are struggling to hold on to five of the six voting constituencies they still "own":

1. White moderates who lean left
2. White liberals
3. Asian Americans (including those from the Middle East)
4. Hispanic Americans
5. Black Americans
6. Radical white lefties (who aren't going anywhere)

If/when the GOP is able to further compete for votes in groups 1-5, the DNC is finished. The Democrat party will continue to exist, but will have a tough time winning elections with only extreme lefties turning out. The most important of these groups is #5 African Americans. If/when they start to defect from the DNC in increasingly larger numbers, white liberals and moderates will follow. THIS is why the DNC has been so race obsessed when it comes to African Americans for the past few years.

No amount of ANTIFA/BLM rioting, looting, name-calling, doxing , and ballot harvesting will overcome this trend and the best part is the GOP doesn't have to make any trade-offs or give up anything in order to win votes among these five groups. We just need to sit back and not be as radical as today's Democrat party which cares more about trans-gender swimmers and tampons in boy's rooms than they care about crime, inflation, energy prices, national security, the stock market, and preserving the American Dream.

People are starting to understand the tactics of the Marxists. They succeed when they are able to pigeonhole people into small aggrieved groups. Liberal philosophy relies on keeping people narrowly focused on their particular "difference" from the whole. When people start seeing themselves as part of the whole, and not just identified by their singular "difference", be it sex, gender, ethnicity, color, nationality, age, etc., etc., etc. they start seeing how the left keeps these groups "angry". Everyone should be treated the same. Period. End of story. And that is how Republicans/conservatives seek to treat everyone.
