Shearer does ~30% of all the voices on that show. Azaria does another 30% and Castellaneta does another 20%. Really hard to see how The Simpsons can continue without all of the characters that Shearer does.

After Phil Hartman died, they retired his 2 characters. Not sure if they can recast or retire 10 or so of the ones Harry does.

They can definitely find a voice actor who can mimic Mr Burns, flanders, etc. And that person will probably do it at 1/10th the cost.

Nancy Cartwright was on EW Weekly radio the other day and she can do every voice on that show (and demonstrated as much on air). She also does Bart, Nelson, Ralph, and Todd Flanders. Hell, they could go get John DiMaggio and Billy West and have everyone on the show covered. Sadly, I doubt Shearer will be missed much if at all.
