I spent time in Kaningrad, which is about 1m people in north east europe and part of Russia. The soviets had a fiasco building a new tower in the 80's. It was so effed up it has never been used (or, at least, when I was there in 2006). It was kind of a symbol of soviet incompetence in the post soviet era:
