....hands. The Pennsylvania State University via it's Founding Charter as the Commonwealth of Pennsylvania's declared "Land Grant University" under the Federal Morrill Act of 1862 has always been, and almost certainly always will be, owned and operated for the benefit of the public -- e.g., a "Public University". Again, the Founding Charter and the School itself are products of State Legislation and, as such, are deeded in perpetuity to the Public Trust. People who claim the State is "injecting themselves" into the situation via proposed State Legislation aimed at Governance Reform for PSU are just plain wrong in the first place (via the Founding Charter the Pennsylvania Legislature is the correct authority to produce this reform and tweek the Charter), but not only that, these parties are playing into the hands of the Corrupt jackals on the BOT and their allies who would have you believe PSU is a "private school" which is a laughable proposition given the schools Charter and the circumstances of its founding. Just because the Commonwealth of Pennsylvania set up "Board of Trustees" when they CREATED PSU via the Morrill Land Grant Act of 1862 to run the schools affairs, rather then run the school as a direct agency of the State, does not equate to making it a "private NPO" -- it quite clearly is a PUBLICLY OWNED NPO operated by Board of Trustees set up under the specifications of the Founding Charter.

The Board of Trustees are accountable to the public and the State via the Pennsylvania OAG and the State Legislature.
