Baker Mayfield transfer question

Was surprised to read the below in a story about OU's new starting quarterback Baker Mayfield

'He sat out last season after Texas Tech declined to give him a release to transfer within the Big 12, even though he was never on scholarship at the school.'

If he's not on scholarship, why could TTU block his transfer?

Because transfer rules apply even if a player is not on scholarship.
