I have my own speculations: Multiverse and dimensions.
Time is the 4th Dimension, right? There could be an infinite number of dimensions, for all we know.
Our Universe is one of many Universes. Could there, also, be an infinite number of Universes?
If a civilization is "advanced", then it's probable that they have transcended those dimensions and/or other Universes. Who knows. We have just begun to understand our own Universe. Humans are engaging in Cosmology 101, so to speak - an introductory course. Advanced Civilizations would, then, be taking graduate courses. That would be the difference.
